I've stayed at 2 places in Portland and really enjoyed both.
In 2003, Fern Hill Club. Near all the beaches, really nice views, breezy, nice restaurant and bar. Quiet. Standard rooms there are still $79 I believe, and they are quite nice. Onsite parking, and a bit of a hike up the hill if you don't have a car or take a taxi.
Last year I stayed at Ivanhoes on Titchfield. Great location for Port Antonio - 5 mins to beach, 5 mins to downtown, 5 mins to taxis....you get the idea. I paid $30 for my very comfy room and again, incredible views of the harbors here. Only street parking however.
This trip I may check Great Huts or Mikuzi cottages by Winnifred....
